Public Opening Address:  The unofficial results will be posted to the City’s bidding system website shortly after the closing and a public opening will take place at the closing time at the City’s Purchasing Office located at the Municipal Depot, 25 Blackler Ave. St. John’s, NL. The City may choose to forward bid prices to suppliers by an electronic or other means after the public opening instead of reading out bid prices at the public opening.
Description: 

The City of St. John’s is seeking submissions from qualified engineering firms, licensed to practice in the Province of NL, for engineering services for the Barrows Road Storm Sewer Upgrading project.  

The successful proponent will be required to provide a wide range of design and administrative services for the duration of the project, including but not limited to the review of existing information, collection of field information, floodplain modelling, completion of detailed design, preparation of contract drawings and specifications for tender call, pre-tender cost estimating, provision of tender support services, provision of contract administration services and field inspection services during construction, as well as the preparation of an as-built completions package. 

The proponent will be expected to model the floodplain of the proposed alignment as per the material disclosures as well as the impact to the floodplain if the system is extended west (approximately to the western edge of the house at #2).   The additional scope and cost to extend the storm sewer will be required separately.  

The engineering and detailed design work are expected to begin in June of 2026, and completed in time for an August 2026 tender call, such that construction can begin in early Fall of 2026. 

There is an overall budget of $1.7 M available to undertake the engineering and construction work of this project.
